Section 11-102-1 et seq., Code of Alabama (1975), authorizes municipalities and counties to enter into agreements for the joint exercise of powers or services.
Jefferson County has entered into an agreement with the Alabama Department of Transportation for the Harmer Street Bridge Replacement and Resurfacing Project.
Portions of the construction detour route, including 33rd Street North, 12th Avenue North, and 34th Street North, are located within the city limits of the City of Bessemer.
Jefferson County has agreed to design and construct roadway improvements along the detour route at its expense. The City of Bessemer will be responsible for the maintenance of the portion located within the Bessemer city limits.
The Bessemer City Council is of the opinion that entering into the proposed agreement concerning roadway improvements associated with the bridge project serves a valid public purpose.
Councilman Chester W. Porter made a motion to approve a resolution authorizing an intergovernmental agreement between Jefferson County and the City of Bessemer. Councilwoman Carla Jackson seconded the motion. The motion carried.
