Mandatory Pre-Bid Meeting: Wednesday, October 21, 2026, at 10:00 a.m.
Frank House Golf Course, 801 Golf Course Road, Bessemer, AL 35022.
Scope — Base Bid: The base bid lump sum shall consist of furnishing all labor, materials, equipment, supervision, engineering, and incidentals to install #930 polyester netting with bottom curtain, supported by Class 1 SPPA-treated wooden poles. Poles shall have a minimum height of 50 feet above finished ground level and shall be spaced at a maximum of 50 feet on center. The polyester netting shall be installed as separate panels between each supporting pole, complete with all required attachment hardware, connections, tensioning components, and accessories necessary to provide a complete and functional system. The Contractor shall provide shop drawings and structural engineering calculations for the proposed netting support system. The structural design shall comply with the applicable requirements of the 2021 International Building Code (IBC), including design for applicable wind loads and all other applicable structural loading requirements. The Contractor shall verify existing site conditions and dimensions prior to fabrication and installation.
Add Alternate #1: The same complete scope of work described under the Base Bid, except using Class 1 SPPA-treated wooden poles with a minimum height of 60 feet above finished ground level, in lieu of the 50-foot poles specified for the Base Bid. Pole spacing shall remain at a maximum of 50 feet on center, unless otherwise indicated by the structural engineer’s design. Contractor shall provide a separate lump sum price for the additional costs only for the 60-foot pole add alternate.
The project shall be completed in 30 consecutive calendar days. Liquidated damages in the sum of $500 for each consecutive calendar day will be assessed for projects over the completion date. Contractor shall have a minimum of ten years’ experience installing netting of a similar type of construction and shall submit five (5) references for similar installation prior to the mandatory pre-bid meeting.
To submit a bid, a complete set of bid documents must be obtained from EEFS Company, PC, the Engineer, upon deposit of $50 per set, which will be refunded in full on the first set issued to each general contractor submitting a bonafide bid, upon return of documents in good condition within ten days of the bid date. Other sets may be obtained with the same deposit, refunded less cost of printing, reproduction, handling, and distribution. Bid Documents must be picked up no later than 24 hours prior to the bid opening.
A cashier’s check or bid bond payable to the City of Bessemer in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal along with a Non-Collusion Affidavit. A 100% Performance Bond and 100% Payment Bond and evidence of insurance required in the bid documents will be required at the signing of the Contract.
Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope. All bidders must have a current Alabama General Contractor’s License; subcontractor licenses are not eligible to submit a bid. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.
Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder’s state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.

Resolution 26-0901 — Resolution of the Board of Trustees for the Concord Fire District
A regularly scheduled meeting of the members of the Board of Trustees of the Concord Fire District was held on the 10th day of August, 2026. Proper notice of the meeting was given. Present at the meeting were a majority of the members of the Board of Trustees. It was presented to the Board that it would be in the best interest of the District to adopt a new fee schedule to cover the increasing cost of providing certain Emergency Services, i.e. Advanced Life Support and mileage. A proposed ordinance was submitted to the Board and, after review and discussion, a motion was duly made, seconded, and unanimously carried.
Resolved, that the Board of Trustees of the Concord Fire District does hereby adopt the attached ordinance and schedule of fees. The Secretary of the Board of Trustees is hereby directed to cause a copy of the proposed ordinance to be posted at the Concord Fire Stations in a public location and to cause a copy of the ordinance to be published in a newspaper of general circulation. Instructions, printed in large type, will be conspicuously displayed at each voter registration site and polling place, sufficient to provide hearing impaired and seriously visually impaired individuals with adequate information as to how and where they may register and vote.
Each polling place shall have an ExpressVote Voter Assist Terminal for use by individuals with disabilities who would otherwise be prevented from voting because of their inability to mark a paper ballot.
Absentee ballots are available to any handicapped or elderly individual who, because of disability or age, is unable to go to their assigned polling place to vote on election day. The deadlines for requesting and submitting an absentee ballot are the same as for other persons seeking to vote by absentee ballot.
Any handicapped or elderly individual who, because of handicap or age, requires assistance in casting a vote, may select a person of his or her choice to accompany such individual into the polling place to assist in the casting of the vote.
Further, § 17-9-13(a), Code of Alabama (1975) states, “Any person who wishes assistance in voting may receive assistance from any persons the voter chooses except the voter’s employer, an agent of the employer, or an office or agent of the voter’s union.”

WHEREAS, the Mayor submits a budget annually for the operation of the City of Bessemer, Alabama for each calendar year to the City Council in accordance with the requirements of section 82-50 of the Code of Ordinances of the City of Bessemer; and
WHEREAS, the current fiscal year’s budget expires on September 30, 2026; and
WHEREAS, the 2025-2026 fiscal year budget will expire before the City Council has an opportunity to consider and approve the 2026-2027 fiscal year budget; and
WHEREAS, the City Council of the City of Bessemer has determined it in the best interests of the City of Bessemer to carryover of fiscal year 2025-2026 budget until November 3, 2026, and thereby maintain the status quo pending the approval of the new budget.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Bessemer, Alabama, at a regularly scheduled meeting duly assembled, with a quorum being present, as follows:
l. That the governing body of the City of Bessemer, Alabama hereby authorizes the carryover of fiscal year 2025-2026 budget until November 3, 2026.

STATE OF ALABAMA DEPARTMENT OF CONSERVATION AND NATURAL RESOURCES STATE LANDS DIVISION INVITATION FOR BIDS FOR THE SALE OF STATE LAND LOCATED IN TUSCALOOSA COUNTY, ALABAMA
LOCATION OF PROPERTY SUBJECT OF THIS NOTICE:
The “Watermelon Road Property,” more specifically described as follows:
A parcel of land located in the Southeast Quarter of the Southeast Quarter of Section 24; the North Half of the Northeast Quarter and the Southwest Quarter of the Northeast Quarter of Section 25, all in Township 20 South, Range 10 West in Tuscaloosa County, Alabama containing 42.23 acres more or less.
MINIMUM BID AMOUNT: $2,110,000
BID DEPOSIT: EACH bid submitted must be accompanied by a certified or cashier’s check in the amount of $211,000 as bid deposit made payable to the State Lands Division which will be forfeited if the bid is accepted and the bidder does not complete the transaction within thirty (30) days of award. Any bid submitted without such check will not be considered. Unsuccessful bidders’ deposits will be returned promptly following the bid opening. The successful bidder’s deposit will be applied to the purchase price. The successful bidder shall reimburse the Department of Mental Health for the cost of the appraisal, $2,800, the cost of the survey, $26,960, and for the advertisement fees incurred for this notice.
DATE, TIME & LOCATION BID OPENING: Sealed bids will be received by Director of the State Lands Division of the Department of Conservation and Natural Resources until October 28, 2026, 4:00 P.M. Each bid must be submitted in a separate envelope clearly marked on the outside “SEALED BID FOR WATERMELON ROAD – DO NOT OPEN” and delivered to: State Lands Division, 464 Folsom Administrative Building, 64 North Union St., Montgomery, AL 36130-1901. All bids received by this deadline will be publicly opened and read on the following day, October 29, 2026, 10:00 A.M. in the office of the State Lands Division. If ADA accommodations are needed, contact Bailey Forks at (334) 242-3484. Requests should be made at least 7 days prior to opening.
PRIOR TO BID SUBMISSION: Interested parties must review the COMPLETE INVITATION FOR BIDS FOR THE SALE OF STATE LAND at https://www.outdooralabama.com/public-notices/land-sales-and-leasing-act which details property location and specific requirements related to this Invitation including, but not limited to, submission of bids and payment of costs. Potential bidders seeking to access the property for the purposes of inspection may contact Bryan Penn with the Department of Mental Health at (334) 353-7283. It is the sole responsibility of potential bidders to seek information regarding access sufficiently in advance of the bid opening.
NO BID SHALL BE RECEIVED FOR ANY REASON ANY TIME AFTER THE ADVERTISED DEADLINE. IT SHALL BE THE SOLE RESPONSIBILITY OF THE BIDDER TO ENSURE ACTUAL RECEIPT OF THE BID BY THE STATE LANDS DIVISION PRIOR TO THE ADVERTISED DEADLINE.
