STATE OF ALABAMA DEPARTMENT OF CONSERVATION AND NATURAL RESOURCES STATE LANDS DIVISION INVITATION FOR BIDS FOR THE SALE OF STATE LAND LOCATED IN TUSCALOOSA COUNTY, ALABAMA
LOCATION OF PROPERTY SUBJECT OF THIS NOTICE:
The “Watermelon Road Property,” more specifically described as follows:
A parcel of land located in the Southeast Quarter of the Southeast Quarter of Section 24; the North Half of the Northeast Quarter and the Southwest Quarter of the Northeast Quarter of Section 25, all in Township 20 South, Range 10 West in Tuscaloosa County, Alabama containing 42.23 acres more or less.
MINIMUM BID AMOUNT: $2,110,000
BID DEPOSIT: EACH bid submitted must be accompanied by a certified or cashier’s check in the amount of $211,000 as bid deposit made payable to the State Lands Division which will be forfeited if the bid is accepted and the bidder does not complete the transaction within thirty (30) days of award. Any bid submitted without such check will not be considered. Unsuccessful bidders’ deposits will be returned promptly following the bid opening. The successful bidder’s deposit will be applied to the purchase price. The successful bidder shall reimburse the Department of Mental Health for the cost of the appraisal, $2,800, the cost of the survey, $26,960, and for the advertisement fees incurred for this notice.
DATE, TIME & LOCATION BID OPENING: Sealed bids will be received by Director of the State Lands Division of the Department of Conservation and Natural Resources until October 28, 2026, 4:00 P.M. Each bid must be submitted in a separate envelope clearly marked on the outside “SEALED BID FOR WATERMELON ROAD – DO NOT OPEN” and delivered to: State Lands Division, 464 Folsom Administrative Building, 64 North Union St., Montgomery, AL 36130-1901. All bids received by this deadline will be publicly opened and read on the following day, October 29, 2026, 10:00 A.M. in the office of the State Lands Division. If ADA accommodations are needed, contact Bailey Forks at (334) 242-3484. Requests should be made at least 7 days prior to opening.
PRIOR TO BID SUBMISSION: Interested parties must review the COMPLETE INVITATION FOR BIDS FOR THE SALE OF STATE LAND at https://www.outdooralabama.com/public-notices/land-sales-and-leasing-act which details property location and specific requirements related to this Invitation including, but not limited to, submission of bids and payment of costs. Notice to Contractors Federal Aid Project No. NH-STPBH-I059(470) & NH-STPBH-I059(469) JEFFERSON COUNTY, ALABAMA
Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on November 06, 2026 and at that time publicly opened for constructing the Lighting Rehabilitation on I-59 from a point near the 66th Street North Overpass to the junction of the I-459 Interchange in Birmingham. Length 5.965 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Two Hundred Forty (240) Working Days.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $44.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $5,695,526 To $6,961,198 .
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.
