Scope of Work: The project consists of an on-call, as-needed utility street patching project throughout the City of Bessemer and the Bessemer Water service area. Estimated annual quantities include approximately 2,025 tons of ½-inch maximum aggregate size hot-mix asphalt patching and 15,500 square yards of pavement planing (0–2 inches thick). The project also includes crushed aggregate base course in undercut areas and utility adjustments as needed. Contractors shall adhere to Parts 6, 7, and 8 of the Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, as applicable.
A cashier’s check or bid bond payable to the City of Bessemer in an amount not less than 5% of the bid amount, but not more than $10,000, must accompany the proposal along with a Non-Collusion Affidavit.
A 100% Performance Bond, 100% Payment Bond, and proof of insurance will be required at contract signing.
To submit a bid, a complete set of bid documents must be obtained from EEFS Company, PC. Bid documents are available upon a $50 deposit, refundable on the first set returned in good condition within ten days after the bid date. Additional sets are refundable less printing, reproduction, handling, and distribution costs.
Bid documents must be picked up no later than 24 hours before bid opening.

- Obtaining all required permits and approvals
- Coordinating and verifying utility disconnections prior to work
- Site security, traffic control, and public safety measures
- Mechanical demolition of structure and associated foundations as applicable
- Handling, removal, and lawful disposal of all demolition debris
- Identification and proper handling of regulated materials encountered during demolition (including asbestos-containing materials, lead-based paint, mold, or other hazardous substances)
- Backfilling, grading, and stabilization of the site
- Erosion and sediment control measures throughout the project
- Restoration of the site to a safe, level condition suitable for future use
The Contractor shall immediately notify the City upon discovery of suspected hazardous or regulated materials not previously identified.
- Site Conditions
The structure has been fire-damaged, and conditions may include hidden damage, debris, or unknown materials. The City makes no representation or warranty regarding site conditions, subsurface materials, or the presence or absence of hazardous or regulated materials. The Contractor is responsible for conducting sufficient due diligence prior to submitting a proposal and shall include appropriate contingencies in its bid. No adjustment in contract price shall be made for conditions reasonably foreseeable through inspection or standard demolition practice.
- Regulatory Compliance
All work shall comply with applicable federal, state, and local laws, including OSHA standards, Alabama Department of Environmental Management (ADEM) requirements, and local ordinances.
The Contractor shall be responsible for all required notifications to regulatory agencies unless otherwise directed by the City.
- Contractor Qualifications
Proposers must demonstrate:
- Valid Alabama contractor’s license
- Experience with demolition of fire-damaged structures (5 years)
- Experience with handling regulated or hazardous materials during demolition
- Proof of insurance meeting requirements below
- References from comparable municipal or public projects
- Proposal Requirements

- Company profile and qualifications
- Demolition methodology
- Project schedule
- Itemized cost proposal
- Safety plan (OSHA compliance)
- Waste disposal and recycling plan

- Bonds and Security
Each proposal shall be accompanied by a bid bond in the amount of five percent (5%) of the total bid price, issued by a surety licensed in the State of Alabama.
The successful Contractor shall furnish Performance and Payment Bonds each in the amount of 100% of the contract price prior to execution of the contract.
Failure to execute the contract or provide required bonds within the specified time may result in forfeiture of the bid bond.
- Insurance Requirements
The Contractor shall maintain, at minimum:
- Commercial General Liability: $1,000,000 per occurrence / $2,000,000 aggregate
- Workers’ Compensation: Statutory limits (State of Alabama)
- Automobile Liability: $1,000,000 combined single limit
Proof of insurance shall be required prior to contract execution.
- Hazardous and Regulated Materials
The City has not performed a hazardous materials survey of the structure. The Contractor acknowledges that unknown hazardous or regulated materials may be present.
The Contractor shall be responsible for the proper handling, containment, and lawful disposal of hazardous or regulated materials encountered during demolition, including asbestos-containing materials, lead-based paint, and contaminated debris.
Upon discovery of suspected hazardous materials, the Contractor shall immediately stop work in the affected area and notify the City. No remediation beyond containment and stabilization shall occur without written authorization from the City. Any specialized abatement beyond incidental handling shall be addressed through a mutually agreed change order or separate contract.
- Utilities
The City will coordinate with utility providers prior to the Notice to Proceed. The Contractor shall verify that all utilities have been properly disconnected and secured prior to demolition. No work shall begin until written confirmation of utility clearance is obtained or verified.
- Debris Disposal and Salvage
All demolition debris shall become the property of the Contractor upon removal from the site unless otherwise directed by the City. The Contractor shall dispose of all materials in accordance with applicable regulations and provide documentation including landfill receipts and weight tickets. No salvage or recycling shall occur on-site without prior written approval from the City.
- Differing Site Conditions
If conditions materially different from those reasonably anticipated are encountered, the Contractor shall immediately notify the City in writing. Any adjustment in scope, schedule, or compensation must be approved through a formal change order.
- Addenda
Proposers must acknowledge receipt of all addenda. Failure to acknowledge may result in disqualification.
- Terms and Conditions
- The City reserves the right to reject any or all proposals.
- The City may waive informalities or irregularities.
- Award will be made in the best interest of the municipality.
- The selected Contractor will be required to execute a formal agreement.
